Post Independence, the state of Andhra Pradesh was created by merging the Telangana region, a part of the princely state of Hyderabad, with the coastal region of Andhra and Rayalaseema—both parts of the erstwhile Madras state. With Madras, the major source of income of the state, allocated to Tamil Nadu, it was necessary to include the revenue-surplus Telangana to create a financially viable entity. However, there had always been doubts about the long-term feasibility of such an arrangement. Jawaharlal Nehru had even considered the provision of a ‘divorce’ if the ‘marriage’ between the three regions did not turn out to be mutually beneficial. Despite several agreements, laws and government orders safeguarding the interests of the people of Telangana, modern history records a sordid tale of exploitation, agitation, assurances and broken promises. The author shows how the Srikrishna Commission that was formed to look into the matter and impartially recommend a way forward ‘subverted’ the process and came forward with a predetermined solution. Today, despite violent agitation, the surplus revenue of the region continues to be disproportionately diverted to Coastal Andhra, while land around Hyderabad is quite often illegally allocated to land sharks from other regions. The author has painstakingly dissected the Telangana problem from its inception to the where a separate state seems to be inevitable. He has identified the political reasons for the behaviour of the national leaders in making promises and later reneging on them, and shows how this betrayal has affected the people of the region. In the final chapter, the author proposes a model for the trifurcation of the state and how this can be made equitable and just. Some 12 Divisions of the Indian Army and a little over half its Air Force saw live combat. The 1965 India- Pakistan War was a limited conflict, more in the tradition of what the Chinese call – local wars under high-tech conditions. Actually the limitations in this war had emerged, not so much from intent but capacity constraints. How relevant are the lessons of this war to the South Asian context today? Now we have a nuclear backdrop which imposes severe constraints on the level and extent of force usage and the time duration of the conflict. That is precisely why – the 1965 War model – with its shallow penetrations , and overall an attrition oriented design, has remarkable levels of relevance for any future war that may break out between India and Pakistan in the years ahead. In 1965, India had very deliberately sought to bring to battle and destroy/degrade the Pakistani Armoured division on Pakistani soil. The next RMA came with the Mughals who introduced Field Artillery, Muskets and Horsed Cavalry Archers with stirrups and cross bows. The Mughal horsed cavalry and artillery helped spawn the mighty Mughal Empire. The Third RMA came with the British who raised local Infantry Battalions on the European Pattern and drilled them to shoot in disciplined rhythms, to defeat all cavalry charges. This Infantry-based RMA helped establish the British Empire in India. The present Republic is a successor entity of the British Empire. The author has traced the evolution of India’s Strategic Culture to the Arthashastra of Kautilya. The surprise finding is that in the 1971 War – India unconsciously returned to this Kautilyan paradigm of using information dominance, covert war and Shock- Action military campaigns to defeat its adversaries. In the post-independence phase he traces the evolution of India’s war-fighting from the tactical phase of 1947-1962 when India’s capacity was confined to use of 2-3 Divisions alone. The 1965 War saw the graduation to the level of Operational Art, wherein 12 Divisions and a bulk of the Indian Air Force (IAF) saw active combat. The apogee came in 1971 – when India fought a brilliant, Quasi-Total, Tri-Service Campaign that broke Pakistan into two, put 93,000 prisoners of war in the bag and for the first time after the Second World War, created a new nation state with the Force of Arms. He traces the impact of nuclearisation on South Asia and prognosticates about the Future. The time has come, he asserts, for India to create a Fourth RMA in South Asia; and decisively shape outcomes.
