The 1965 India-Pakistan War saw the Indian Armed Forces graduate from the tactical level of operations to the scale of Operational Art. Some 12 Divisions of the Indian Army and a little over half its Air Force saw live combat. The 1965 India- Pakistan War was a limited conflict, more in the tradition of what the Chinese call – local wars under high-tech conditions. Actually the limitations in this war had emerged, not so much from intent but capacity constraints. How relevant are the lessons of this war to the South Asian context today? Now we have a nuclear backdrop which imposes severe constraints on the level and extent of force usage and the time duration of the conflict. That is precisely why – the 1965 War model – with its shallow penetrations , and overall an attrition oriented design, has remarkable levels of relevance for any future war that may break out between India and Pakistan in the years ahead. In 1965, India had very deliberately sought to bring to battle and destroy/degrade the Pakistani Armoured division on Pakistani soil. That may well turn out to be the model for future India-Pakistan wars against a nuclear backdrop. It would not so much be to capture territory but to bring to battle and maul/destroy Pakistani military formations in battles of attrition that take place very close to the borders. The intent would be to specifically raise costs for the Pakistan. Hence, even though our military capacities have increased vastly since then, the nuclear backdrop imposes severe constraints on how much of our capacity we can use in the next war and how? The 1965 War offers surprisingly relevant models and lessons. Hence, the urgent need to study it in detail and trawl it for useful lessons. The strong point of this book is its attempt to provide an objective and balanced account that takes advantage of memoirs published by combatants on both sides. It is a comprehensive audit of India’s combat performance in the ancient, medieval, modern and post-modern periods of Indian history. The author has analysed each of India’s wars with China & Pakistan as also its CI and CT campaigns in meticulous detail, to draw lessons for the future. The path-breaking contribution is the author’s thesis that there have been three local Revolutions in Military Affairs (RMAs) in India, which shaped the course & flow of her history. Each of these RMAs helped to unify India under a great Empire and transformed it from a civilisational entity to a strong empire state. The first was the Mauryan RMA of using War Elephants in mass to generate shock & awe. This politically unified the whole of India and Afghanistan for the first time. The next RMA came with the Mughals who introduced Field Artillery, Muskets and Horsed Cavalry Archers with stirrups and cross bows. The Mughal horsed cavalry and artillery helped spawn the mighty Mughal Empire. The Third RMA came with the British who raised local Infantry Battalions on the European Pattern and drilled them to shoot in disciplined rhythms, to defeat all cavalry charges. This Infantry-based RMA helped establish the British Empire in India. The present Republic is a successor entity of the British Empire. The author has traced the evolution of India’s Strategic Culture to the Arthashastra of Kautilya. The surprise finding is that in the 1971 War – India unconsciously returned to this Kautilyan paradigm of using information dominance, covert war and Shock- Action military campaigns to defeat its adversaries. In the post-independence phase he traces the evolution of India’s war-fighting from the tactical phase of 1947-1962 when India’s capacity was confined to use of 2-3 Divisions alone. The 1965 War saw the graduation to the level of Operational Art, wherein 12 Divisions and a bulk of the Indian Air Force (IAF) saw active combat. The apogee came in 1971 – when India fought a brilliant, Quasi-Total, Tri-Service Campaign that broke Pakistan into two, put 93,000 prisoners of war in the bag and for the first time after the Second World War, created a new nation state with the Force of Arms. He traces the impact of nuclearisation on South Asia and prognosticates about the Future. The time has come, he asserts, for India to create a Fourth RMA in South Asia; and decisively shape outcomes. But how ‘green’ is it really and what does it even mean to be green in an Indian context?Environmental Jurisprudence and the Supreme Court sheds light on these questions by offering the first comprehensive empirical analysis of cases pertaining to environmental litigation that appeared before the Supreme Court between 1980 and 2010. This analysis, supplemented by interviews with judges, lawyers and petitioners in environmental litigations, reveals that there is no single stance or attitude governing the Supreme Court’s approach to environmental issues. Rather, the Court has reacted differently in different cases, sometimes in ways that seem contradictory to its own precedents.The current volume examines a range of judicial attitudes, concerns, pressures and trends with respect to environmental jurisprudence. It emphasises that environmental litigation and activism in India cannot ever be studied or practised in isolation but must rather be concerned in tandem with the twin (and sometimes rival) concerns of development and social justice. Professor Buhler's Indische Palaeographie, consisting of 96 pages with 9 plates of alphabetical characters and numerals and 8 tables of explanatory transliteration of them, was originally published in 1896. An English version of this was prepared by Professor Buhler himself; the manuscript was on its way to the press at the time of his death. J.F. Fleet, with great difficulties, recovered the MS, and got it printed in Indian Antiquary, 1904, in the form of an Appendix. But it was the text without the plated and tables. And that had been the only form in which it has so far been available to our students and scholars. It is a matter of great satisfaction that for the first time the complete English version of Buhler's monumental work, along with the Plated and Tables, in its proper book-form is published.
