India at the Polls, 1980: A study of the Parliamentary Elections, by Myron Weiner, analyses Indira Gandhi's return to power only three years after the voters' overwhelming rejection of her emergency regime. The victor in 1977 had been the Janata party, an all-embracing opposition coalition that had come into being to resist the government's authoritarian measures. Once in office, Janata began to fall apart; power struggles sapped its strength, and it suffered a fatal split. Mrs. Gandhi, meanwhile, made her way back to Parliament and rebuilt her base in the Congress party against the day the government would fall. From his study of the election returns, Weiner concludes that 1980 was a reinstating election: essentially the same coalition of social classes, castes, tribes, and religious groups that had given the Congress party its victories before 1977 returned it in office in 1980. Myron Weiner is Ford Professor of Political Science and a senior staff member of the Center for International Studies at the Massachusetts Institute. It has been twenty years since the Indian Parliament passed the Child Labour (Prohibition and Regulation) Act, 1986. Yet more children work as labourers in India than in any other country in the world. This Omnibus brings together three significant works on child labour focusing on the key factors which create an exploitative relationship between the economy and the children of the poor and the marginalized. In an Introduction written especially for this Omnibus, Neera Burra points out that there are definitional issues around the very concept of child labour and suggests that insights from feminist economics can help illuminate them; only then can we form an accurate picture of the role of child labour in the economy. She argues that child labour can only be reduced when civil society and the state work together to get children out of work and into school. Neera Burra documents the hazards that these children face and argues that working from a young age leads to a shortened working life. Thus, child labour is not only a consequence of poverty, but also a major cause of it. In Child Rights in India, Asha Bajpai provides a detailed overview of the rights of the child in domestic and international law, with a detailed analysis of case law. The present volume embodies comprehensive documentation classification and analysis of the rock art of Andhra Pradesh which is one of the important regional rock art zones of peninsular India. The rock art data is analysed from the thematic and stylistic perspective taking note of the features such as colour schemes superimpositions and state of preservation of the pictographs and petroglyphs. The entire corpus of rock art is classified both at the intra site and inter site levels and tentatively dated to Mesolithic Neolithic Megalithic and historical periods. This is done on the basis of the internal analysis of the rock art representations corroborated by circumstantial archaeological data either from excavations or surface context. This work is the outcome of a multi-disciplinary research carried out in collaboration with the Indira Gandhi National Centre for the Arts (IGNCA), New Delhi as part of its National Project Adi Drishya. A multi disciplinary team comprising of specialists from archaeology, folklore geology and botany conducted a through field based study of all the known rock art sites in Andhra Pradesh. The archaeological context of each of the rock art site is thoroughly investigated and surface evidences are recorded. In each site, the geological features are meticulously studied to understand the structure of the rock shelters causes and processes of natural decay. The botanical investigation is focused on the documentation of the natural flora rare and endangered trees and plants of medicinal and commercial value in each site. The folk perspective of the rock art sites is analysed by a study of their cultic and religious significance in the native/local folklore, mythology and ritual practices. The book is richly illustrated with colour photographs of rock paintings, digital maps line drawings and locational maps of the rock art sites.
