The Pakistan Army has always occupied a dominant position in Pakistan. It has been customary to refer to the 3 A's governing power equations in Pakistan - Allah, America & Army, of which certainly the Army has proved most omnipotent. This monograph traces the historical influences which shaped the Armys functioning. It delineates how the Army is adapting its doctrinal moorings to new priorities, both in respect of its arch-enemy - India and newly emerging domestic terrorism threats. A critical view is taken of how the Army has tried to balance peace negotiations with selected Good Taliban in the Federally Administered Tribal Areas with use of newly learnt military tactics of counter-terror operations. It studies ethnic factors which influenced initial recruitment, imparting a predominantly Punjabi character and more recent efforts to change the Armys ethnic profile. It also examines the impact of Islamic conservative ideas as the Army grappled with the war against terror after 9/11. An effort has been made to examine mistakes made in domestic and foreign policies while the Army remained at the helm, the ISIs evolution to its dominant position seen through the Afghanistan prism, the setback to the Armys image after Osama bin Ladens killing by American special forces in Abbottabad in May 2011, which cumulatively dimmed its luster in the perceptions of people in Pakistan. The monograph also looks at compulsions of the civil-military relationship even as Pakistan seems poised for the next phase of a democratic political makeover, which if allowed to happen smoothly, may well herald a process of gradually sending the Army back into the barracks. Even if this happens, the Army is unlikely to easily relinquish control over key areas of geo-strategic policy-making extending to India, Afghanistan and the nuclear policy. It may not, however, be averse to let the civilian political transition proceed as long as it is allowed to have a controlling veto over these issues from behind the scene.Printed Pages: 96. 104278

When Job Charnock landed at Sutanati in 1690 the place was no more than an ordinary Bengal village on the banks of the Hooghly. Yet, by the middle of the nineteenth century, it was being described as the second city of the British Empire. With the help of archival records, this volume plots the various stages of the journey on the part of the three villages of Sutanati, Kalikata and Gobindapur which collectively came to be called Calcutta (renamed Kolkata).The story is broken up into three sections the first of which deals with the unplanned growth of the place till the town fell to the forces led by the nawab, Shiraj-ud-Daula, in 1756. During this time the main effort on the part of the authorities was directed at cleaning up the place and setting up essential facilities such as a hospital, a jail, a mayor's court, strengthening the banks of the river, etc. The second period, which extended till the end of the eighteenth century, saw the expansion of Calcutta southward and eastward which kept the authorities busy with issues such as compensation for acquired land, the formation of today's Maidan, the building of the arterial Circular Road, the setting up of bazars, and improving the drainage system. The third period marked the advent of the town-planning era set in motion by Lord Wellesley. The volume takes the story to the point where the Lottery Committee was formed in 1817. Ranajit Guha is arguably the Indian historian whose writings have had a massive and formative impact on contemporary scholarship in several disciplines throughout the world: on postcolonial studies in literature, in anthropology, in history, in cultural studies, in art history. Guha first became known as the practitioner of a critical Marxism that ran parallel to the work of British and French Marxist historians of the 1960s and 1970s but which, instead of recreating a ‘history from below’, sought active political engagement with the present by deploying insights drawn from Gramsci and Mao. More recently, Guha’s writings have drawn attention to the phenomenological and the everyday, and been noticed for their sustained critique of the disciplinary practices of history-writing. Guha’s reputation rests most famously on his international role as founder and guiding spirit of Subaltern Studies, the series of essays and monographs that have, over the past three decades, critiqued colonialist and nationalist historiographies. While spawning new ways of thinking about history in Europe, Latin America, and the USA, these have created a ferment richer than anything else emerging out of modern South Asia, even as they have unsettled many existing frameworks of thought. Guha’s fascinatingly diverse historical and political writings, dating from the 1950s and tucked away in obscure journals and collections, have been virtually inaccessible: they are brought together for the first time in the present volume, which comprises his Collected Essays in English, forty-four in number. These writings have been put together by Partha Chatterjee, whose long association with Guha as a founder-member of the Subaltern Studies editorial board is complemented by his own international stature as a historian, political theorist, and public intellectual. This volume has three parts. Part One consists of Randhir Singh’s seminal philosophical work, Reason, Revolution and Political Theory which was written not just as a response, as he claimed it was- to the British political theorist, Michael Oakeshott’s book, Rationalism in Politics and Other Essays, but as an alternative theoretical treatise on social enquiry. The questions raised by Randhir Singh in the 1960s have acquired even more significance today as the debates on similar questions on science and philosophy, facts and values, ideology and practice unfold vigorously in the twenty first century. Part Two contains some of his well known essays on Marxism giving his non-determinist, dialectical materialist interpretation and how Marxist approach could be applied to concrete situations of the time. In Part Three we have the essays and lectures on some major aspects of Indian Politics dealing with the state of democratic rights in India and other extremely serious and live issues such as terrorism and reservation. On these issues his analysis and positions stand out conspicuously as distinct from not only familiar debates in the media, but also from the formulations by the mainstream left parties. This selection does not carry his magnum opus, the tome of thousand odd pages—Crisis of Socialism: Notes in Defence of a Commitment which is a detailed examination of the process of collapse of the Soviet Union and capitalist transformation of societies such as China where he presents sharp critiques of some of the policies these regimes pursued and puts out suggestions to read Marxist classics and historical developments with fresh understanding. That important work is not reproduced here mainly for reasons of space and the book in six parts is available separately also from Aakar Books. But the approach governing that analysis is very much there in this volume as well, especially in Part Two and Part Three. The publication of this volume was planned for presentation to him in his 95th year. But unfortunately he did not live to see that. Now we put it out in his memory. Randhir Singh (1922-2016) was a distinguished teacher and former Professor of Political Theory, University of Delhi. He had been associated with the communist movement since 1939. Lt Gen Sagat Singh is unarguably the only military genius post independence India has produced. He commenced his military career through humble beginnings in the Bikaner State Forces with only a smattering knowledge of English. At the outbreak of World War 2 he was commissioned as an officer and served in the Middle East with his Battalion and on staff. By the time the War was over he was the only officer to have done two staff courses, including the prestigious course at Quetta. On being absorbed into the Indian Army after Independence, he was transferred to 3rd Gorkha Rifles, where he commanded two battalions. He was given command of the Para Brigade on promotion and led it in the Goa Operations with aplomb. He was primarily responsible for liberating this Portuguese Colony. Sagat's drive and energy stood out. On promotion as Major General, he commanded 17 Mountain Division in Sikkim, where in 1967, in a bloody skirmish which lasted several days, he gave the Chinese a bloody nose, proving that the Indian Army was no pushover. That year he was transferred to Shillong and tasked to curb the Mizo Insurgency. In two years he succeeded in doing so effectively. In 1970, he was promoted to Lt Gen and given command of 4 Corps. It seemed his whole life was geared to leading a Corps into battle. In 1971, in a major logistic achievement he moved and staged his Corps at Agartala. When operations commenced to liberate Bangladesh, his Corps relentlessly attacked and defeated Pakistan forces, crossed river lines and terrain considered impassable. His innovative use of helicopters has never been repeated. His is the only example in the Indian Army of a successful corps level campaign, which can stand out historically. His knowledge of the operational art was perhaps without parallel. He retired in Dec 1974 and settled down in Jaipur, where till his death in 2001, he tried to ameliorate the lives of ex-servicemen and his people. His achievements were recognised by the Government of Bangladesh, when the President, publicly and formally honoured his son and daughter-in-law in Mar 2013.Printed Pages: 332. 103260
