B.S. Mahal presents a fascinating kaleidoscope of history of the nomads of the Central Asian steppe. He has garnered and drawn from a vast array of written works, some ancient and some brought to light more recently, to create a compelling narrative. Painstakingly researched are the origins and ethnography of Scythians that until now had remained unexplored, indeterminate, and vague. From congeries of steppe nomads the author brings a distinct coherence to Scythian group identity. According to the author the ethnic streams that flow into this affiliation are familial tribes of Indo-Iranians called Massagetae, Tahshak, Alan, Dahae, Saka, and Getae. Precisely delineated is the Scythian penetration of the Indus valley region, prompted by unique impulses at various times from different geographical areas. Although Scythian ingress was mostly migratory, the author cites a large-scale relocation by Darius of defeated hostile Massagetae (“stout”) Getae, pronounced je-te from Central Asia to northern India—a well established policy of the times of deporting enemy fighters to remote parts of the empire as a means of putting an end to their reconstituting into a viable fighting force. Previously just surmised, Mahal’s account establishes an incontrovertible link between the Jats of the Indian Subcontinent and the Scythians of antiquity. By pointing to curious similitude to one another of rites and practices of Scythians and Jats and meticulously juxtaposing their traits and temperament he makes a powerful argument that these traditions and characteristics were acquired by India’s Jats from Scythian forebears. When Scythians entered India they embraced Buddhism which was the prevailing faith of the time. Later, their descendants, the Jats, converted to Hinduism, Islam, and Sikhism; but they remained Jats, and their link with the Steppe endured. Jats are widely dispersed throughout the Punjab region of Pakistan and India and a good number of them are to be found in Haryana, Uttar Pradesh, and Rajasthan. The author’s book is a blend of perceptive observations and painstaking research. The text is well-illustrated with figures and maps. Among the Indian scripts the Sarada script has a pride of place. Though an alphabet of Kashmir par excellence it remained for several centuries a popular script of an extensive area of north-western India including Afghanistan, Gandhara or north-western Pakistan, the Darad territories of Gilgit, Chilas and Chitral, Ladakh, Jammu, Himachal Pradesh and Delhi. The epigraphic and literary records written in the Sarada script that have surfaced in these regions have thrown welcome light on many facets of the history and culture of the area of their provenance. Nearly the entire extant manuscripts of Sanskrit works including those on science, mathematics and erotics besides some old Kashmiri texts are written in this script.The Sarada alphabet was replaced in the thirteenth century by its descendant, Devase?a, which in turn gave rise to the modern alphabet of ?akari. The epigraphic, literary and other valuable documents of Himachal Pradesh available are mostly written in Devase?a and ?akari. But it is sad that the number of scholars having a sound knowledge of the ?arada and ?akari scripts is extremely small. Not only was the Congress Party a social as well as ideological coalition, even the cabinet government in the initial post-independence years was constituted on coalition principles. The book argues that the bulk of the Indian party system emerged due to a gradual erosion of this coalition. It studies the 1970s and 1980s when the Indian electorate experimented with coalition and one-party rule. The 1990s and 2000s have nurtured the coalition culture in India, with the NDA and UPA governments gaining power. The author argues that in a socio-culturally diverse country like India, coalition rule is inevitable as the melt in g pot logic has lost its viability and single-party rule is a myth. The book, while studying the phenomenon from available theoretical perspectives, explains that these are insufficient to articulate the Indian experience. The Carvaka/Lokayata darsana is found to have a notable place in the classical Indian philosophical tradition. Its reference is found in the earliest sources like the Vedas/Upanisads, the Buddhist suttas, the Jaina treatises, the Ramayana and the Mahabharata, inclusive of some puranic and sastric works. It goes without saying that, by and large, such references mostly present a very negative and damaging account of the Carvaka point of view. From such sources, certain aphorisms (sutras)are cited as the composition of the founder of the Carvaka darsana, Brhaspati. It is needless to point out that the philosophy of Carvaka has been dealt with a cursory treatment in traditional Indian philosophical literature. Even in modern writings, there are (barring few exceptions) not much philosophical probing to bring to focus the logical foundation of the Carvaka point of view. Paucity of original source-material is, of course, an impediment for such investigation. But, nevertheless, attempts have been made by few researchers to present a viable account of the Carvaka stand, scanning out the unsound filthy observations, especially made by the opponents. From the available source-materials, it is found that the Carvakas have some points to offer with regard to the major issues like knowledge, belief, dogma, the concept of God, soul and morality in the socio-human empirical framework. The author has made an effort to analyze the issues in the light of the Carvakian standpoint. To him it appears that the reading of materialism in respect of the philosophy of Carvaka definitely needs reconsideration. However, the success that he achieved, particularly as chancellor of the University of (then) Bombay, were no less meaningful. As Chairman of the Committee for the celebration of the 25th Anniversary of the State, his proposal to focus on the top priority requirement of every district was appreciated both by the state government and citizens. As Ambassador to France, the book stresses the heart warming and stimulating environment and the opportunities and achievements in the fields of culture, defence and commerce for enhancing Indias image and promoting collaboration for mutual benefit. Shortly before leaving France, a suggestion by Prime Minister Rajiv Gandhi took him entirely by surprise.
