The socio-economic and working conditions of the tea plantation labours in India requires immediate attention. The employment in the tea plantation depends purely on the use of ‘master-servant relationship’. This is a clear reminder that the labour force often consists of the descendants of the migrant labours whose rights are few, working conditions frequently grim, education minimal, and health poor, in many instances worse than that of similar labours outside the plantations. Though the number of tea gardens have been reduced, the number of workers and their dependants have increased manifold. This has opened the gate of innumerable socio-economic and political problems within the state. This book presents a panoramic view of the tea plantation labours’ scene in contemporary India. Employment relations and working conditions in the tea plantation sector are examined in the context of the existing legal provisions to protect the labours’ interests in this largely exploitative system. Based on the social work and other social sciences’ intervention, the study throws a new light on the possibilities and limitations of popular participation in the development of tea plantation labours in India. Critical issues of agrarian reforms and living and working conditions of the poor tea plantation labours have been against the background of existing provisions and inability of the labour force to access the same. Though not claiming to deal with all aspects of the labour scene in India, the work does provide a fresh perspective of critical labour issues of today and tomorrow. To that extent it should stimulate further discussion among policy-makers, administrators, employer organizations, trade union federations, scholars, international N.G.Os. and others concerned with labour problems. The recent starvation deaths in North Bengal tea plantations supports my work. Finally, this book is written in order to bring out the poor plight of the tea plantation labours and the various problems including the occupational risks and health problems faced by them. Not many knew that tea is the product of enormous hardship by a labour who has slogged it out in a far away plantation. This work will be more useful to bring it to the light the fact that the tea which relaxes us is the fruit of cumulative toil of the poor labourers who work hard round the clock and produce this “Black Diamond”—the most common beverage of the world. The success of rural development programmes depends on the participation of the people for whom the programmes are meant. Despite the existence of government policies and programmes, the incidence of child labour is high in India. Taking State Child Labour Programme (SCLP) implemented in Karnataka as a case, this book suggests the institutional changes that are needed to tackle the problem of child labour. SCLP did well in the identification and rehabilitation of child laborers. An overwhelming majority of children completed the bridge school because of provision of residential and boarding facilities. However, rehabilitated children could not be mainstreamed due to inability to get admission into government hostels and limited options to pursue vocational education. In order to reduce the problem of child labour, the government should rehabilitate children through residential bridge schools, reserve seats in the government schools with hostels for rehabilitated child laborers and provide appropriate vocational education to children uninterested in regular school education. Since the poverty is the main cause for child labour, efforts should be made to target parents of child labourers in the existing SHGs or by forming new ones for them and providing assistance to strengthen their livelihood activities. The topics dealt with are of as varied nature as those in his other Studies. The approach of most writers to the problems relating to Indian religions is based on literary sources; but in respect of the majority of topics discussed in the volume with the exception of the first few chapters, Prof. Sircar depends primarily on inscriptions and supplements epigraphic evidence by the testimony of literary and numismatic records wherever necessary. A few of the studies incorporated in the volume exhibit the author's search for truth spread over a number of years. Thus his investigation relating to the god Purusottama-Jagannatha of Puri began when he noticed the dominions of Ganga Anangabhima III (1211-39 A.D.) described as 'Purusottama's empire' in an inscription, in 1939. In the course of its progress, he found out, in 1946, how Bhanu II (1305-27 A.D.) is represented in his records as a feudatory of the god Purusottama-Jagannatha and, in 1953, how a literary work speaks of the dedication of the Ganga kingdom to the god by king Anangabhima. Finally in 1963, Prof. Sircar traced in a tenth century epigraph of the Satna District, Madhya Pradesh, how the god of Puri attracted pilgrims from distant regions. The chapter on Purusottama-Jagannatha in the volume is thus the result of a study of about quarter of a century.Printed Pages: 299. 102533
