Though a wealth of literature on the subject already exists, a need was felt to analyse the multiple facets of insurgency as no country barring India has witnessed this endemic for a prolonged period. The subject is so vast and dynamic that no strait-jacketed solution can be prescribed to curb this menace overnight. However, an attempt has been made to analyse this phenomenon and prescribe remedial antidotes.The author has attempted to capture the origin of insurgency which dates back to a late 18th century, and study various causes and numerous factors that fuel it. In addition, he has also attempted to study the doctrines and strategies, with special emphasis on both Islamic insurgency and other forms of uprisings in the country that continue to pose challenges to the Indiansecurity environment. Owing allegiance to his uniform, the author has also attempted to bring out the role of air power in counterinsurgency operations.The penultimate chapter deals with shaping a viable counter-insurgency strategy and spells out the essential parameters, principles and pitfalls of such a strategy. The chapter also dwells on the political aim and the importance of a socio-economic turnabout to scale down insurgency. The use of calibrated force rather than brutal armed suppressive methods is advocated. Will insurgencies ever end? India has a large agricultural base. Yet its share in global agriculture exports is insignificant and its domestic market is increasingly protected. In global trade negotiations, India’s efforts have been directed more towards retaining the right to protect than towards eliminating distortions at home and abroad. This report addresses the dilemma by studying the horticulture sector, one of the most dynamic segments of Indian agriculture and international trade. It undertakes an integrated analysis of the sector—from farm to retail—based on primary surveys of farmers, agents, and exporters across fifteen different Indian states. The study identifies three major impediments to exports: · The ‘logistical tax’ imposed by high farmer-to-consumer delivery costs, which erodes the production cost advantage enjoyed by Indian farmers; · The ‘standards gap’ between the stringent health, safety, and quality requirements of governments and buyers, especially in richer countries, and assessment mechanisms in India; and · Trade policy barriers that Indian exporters face in foreign markets. Providing clear policy prescriptions the report recommends eliminating both the logistical tax and the standards gap. This will require the creation of an integrated and competitive domestic agricultural market, along with improved communication, transport, storage, distribution, and agricultural support services. Radical reform in services is, therefore, desirable not just for its own sake but for the transformation of India’s agricultural trade. Furthermore, the report advocates that providing farmers access to efficient services will strengthen the political case for agricultural trade liberalization and subsequent economic gains. A willingness to reform its own trade regime will enable India to take a more forceful position in the WTO negotiations, seeking not just significantly lower levels of foreign protection, but also much greater transparency, simplicity, and predictability in foreign trade regimes. 019076

Saiyid Muhammad Reza Khan held the office of Naib Nazim and Naib Diwan of Bengal from 1765 to 1772. This study includes the early life of the Khan, but concentrates particularly upon the years from 1756, when the Khan first held public office, to 1775. There was much greater continuity and overlapping between the British and Mughal administrations than has been supposed. Company servants like Clive seemed to the local public to be simply Mughal grandees in British uniforms and the innovations supposed to have arrived with British rule actually occurred much later. Instead of the British gradually taking over the local administration under the urge to eliminate corruption, there was an administration carried on competently in traditional style by Reza Khan under attack from the East India Company's officers who were not so much concerned with rooting out this alleged corruption in the interest of justice and efficiency as increasing the revenues of the Company and adding the by-products to themselves. There was constant pressure on Reza Khan’s Collectors to produce more money and finally control was taken out of their hands. Reza Khan, with considerable skill, fought a rearguard action for the traditional administration against the plundering system of the early Company’s servants in Bengal; he was finally brought to trial on trumped-up charges but despite all the pressures open to Warren Hastings (who managed Reza Khan’s trial), it was not possible to bring in a verdict of guilty. But the Mughal monuments had such a dazzling effect on the historians that they did not properly notice almost equally important architectural marvels of the Tughluq period build by Ghiyathu`d-din Tughluq. Muhammad-bin Tughluq and Firuz Shah Tughluq. Their architecture spelt a true Indianization with the greatest amount of experimentation innovation and construction during 78 years span of the dynasty. It cannot, therefore be studied independently as an expression of an isolated movement of artistic activities. It has grown and developed in the soil of this country and has not been planted all of a sudden. It should be studied as a link in the continuous growth of the art in India.
